Don&#039;t underestimate the Californians.  Not only have they historically led the nation in environmental policy, Enron&#039;s collapse taught them to be proactive.  If you don&#039;t already know about AB-32, I encourage you to read it because there&#039;s solidarity among California Cement Producers and they are proactively seeking to protect their interests.  There are two primary concerns:  (1)  that there are currently so few low-cost abatement opportunities and (2) there is severe risk of Emissions Leakage.  They have the support of the PCA and they are intent on influencing policy makers post-Waxman-Markey which is sure to pass the House, but will be defeated in the Senate.  The California Cement Producers have sent a wake-up call through the industry and there&#039;s little doubt now that there will be a cap-&amp;-trade regime.  In my opinion, cement producers need to be &#039;locking up&#039; sources of bio-fuels NOW!

What is the conference atmosphere regarding the potential regulation of CO2 emissions and the impact on cement? Is the industry actively seeking solutions for carbon sequestration in the event of an aggressive regulatory environment?</description>
